Since there is no obscene content nor sexual organs, it's totally fine. Furthermore, there are always some scenes like that in Mangas or Anime. They are just defined as 'moe'(萌) but not 'obscene'(猥褻，淫穢). If you define that as a obscene action, what about those scenes in mangas or animes showing underwears under the skirt and so on？What should you define that？
